Entry Qualifications for International Student

International Qualification Equivalency For International Students To Enter Higher Learning Institutions

Equivalency for entry qualifications is crucial to ensure that the qualification is comparable to the entry requirements set by the Ministry of Higher Education Malaysia.



Purpose Of Evaluation

The purpose of evaluation is to assist Higher Learning Institutions (HLI) to enrol students with international qualifications into their programme.




Scope Of Evaluation

MQA does the equivalency evaluation only for secondary level to help qualification holders determine which level of study they can apply for.

MQA does not evaluate the following:

  1. Subject equivalency
    MQA does not do comparability of subjects to fulfil the entry requirements for specific programmes.

  2. Grades /score/ marks equivalency
    It is the responsibility of the HLI to scrutinise and analyze the grades/score/marks systems; of the particular qualification in order to equate with Malaysian qualifications.
Qualification Equivalency Principles

Generally, international qualification equivalency is determined based on the following principles:

  1. Qualification of 12 years of schooling is equivalent and eligible for entry to Level 6 MQF (Bachelor Degree) with the following conditions;
    - It is the highest school qualification in the country of origin;
    - It can be used as entry qualification for bachelor degree programme in the country of origin.

  2. Qualifications below 12 years of schooling (not less than 10 years of schooling) which is the exit qualification in the country of origin is and can be used as entry qualification for Foundation, Level 3 MQF (Certificate) or Level 4 MQF (Diploma); and

  3. The qualification used must also be in compliance with the minimum entry requirements set by the Ministry of Higher Education Malaysia.


Application Procedure For Qualification Equivalency

MQA will only process equivalency application for qualifications which are not listed in the website.

You may submit the application to MQA for evaluation if the qualification that you wish to refer is not listed.

Application can be submitted based on the following categories:

  1. Application for Higher Learning Institutions
    HLI should assess and do the equivalency exercise before submitting the application to MQA for verification.

    The application should be accompanied with the following documents:
    1. Form NT 01- Last Updated: 1 January 2024
    2. Basis of the qualification equivalency
    3. Suggested equivalency
    4. Final transcript (in native language)
    5. Attestation / confirmation letter from the qualified authority (country's Ministry of Education or its Embassy in Malaysia) (if items (i) and (ii) are in a language other than Bahasa Melayu / English).

  2. Application for Individual / Student
    The application should be accompanied with the following documents:
    1. Form NT 01- Last Updated: 01 January 2024
    2. Copy of graduation certificate (in native language); and/or
    3. Final transcript (in native language)
    4. Attestation / confirmation letter from the qualified authority (country's Ministry of Education or its Embassy in Malaysia) (if items (i) and (ii) are in a language other than Bahasa Melayu / English).
