International Qualification Equivalency for International Students to Enter Higher Learning Institutions


Introduction

Equivalency for entry qualifications is crucial to ensure that the qualification is comparable to the entry requirements set by the Ministry of Education Malaysia.


Purpose of Evaluation

The purpose of evaluation is to assist Higher Learning Institutions (HLI) to enrol students with international qualifications into their programme and to assist the applicant to evaluate the qualifications for applying any job that is appropriate to the qualification.


In addition, this equivalency evaluation will determine the level of the program awarded by the HLI or professional bodies overseas before being offered to students.



Scope of Evaluation

MQA does the equivalency evaluation for secondary level and tertiary level to help qualification holders determine which level of study they can apply for.


MQA does not evaluate the following:

  1. Subject equivalency
    MQA does not do comparability of subjects to fulfil the entry requirements for specific programmes.

  2. Grades /score/ marks equivalency
    It is the responsibility of the HLI to scrutinise and analyze the grades/score/marks systems; of the particular qualification in order to equate with Malaysian qualifications.

Qualification Equivalency Principles

Secondary level

The qualification equivalency exercise done by MQA is by comparing the particular qualification against Sijil Pelajaran Malaysia (SPM) or Sijil Tinggi Persekolahan Malaysia (STPM) in order to determine the level of entry requirements in Malaysia.


Generally, international qualification equivalency is determined based on the following principles:

  1. Qualification of 12 years of schooling is equivalent and eligible for entry to Level 6 MQF (Bachelor Degree) with the following conditions;
    - It is the highest school qualification in the country of origin;
    - It can be used as entry qualification for bachelor degree programme in the country of origin.

  2. Qualifications below 12 years of schooling (not less than 10 years of schooling) which is the exit qualification in the country of origin is and can be used as entry qualification for Foundation, Level 3 MQF (Certificate) or Level 4 MQF (Diploma); and

  3. The qualification used must also be in compliance with the minimum entry requirements set by the Ministry of Education Malaysia.


Tertiary Level

The equivalency evaluation done by MQA is by comparing the particular qualification against Level 1 - 8 in the Malaysian Qualifications Framework (MQF).


Evaluation of qualifications is based on the following principles:

  1. Qualification level is a tertiary level, after completing the secondary level and entering higher education in the home country.

  2. Qualifications have been certified by the quality assurance body of the applicant's country of origin.

  3. Equivalency evaluation will be compared with level 1 - 8 MQF.



Application Procedure For Qualification Equivalency


MQA will only process equivalency application for qualifications which are not listed in the website.

You may submit the application to MQA for evaluation if the qualification that you wish to refer is not listed.

Application can be submitted based on the following categories:

Secondary Level

  1. Application for Higher Learning Institutions
    (HLI) should assess and do the equivalency exercise before submitting the application to MQA for verification.

    The application should be accompanied with the following documents:
    1. Form NT 01
    2. Basis of the qualification equivalency
    3. Suggested equivalency
    4. Final transcript (in native language)
    5. Attestation / confirmation letter from the qualified authority (country's Ministry of Education or its Embassy in Malaysia) (if items (i) and (ii) are in a language other than Bahasa Melayu / English).

  2. Application for Individual / Student
    The application should be accompanied with the following documents:
    1. Form NT 01
    2. Copy of graduation certificate (in native language); and/or
    3. Final transcript (in native language)
    4. Attestation / confirmation letter from the qualified authority (country's Ministry of Education or its Embassy in Malaysia) (if items (i) and (ii) are in a language other than Bahasa Melayu / English).

Tertiary level

  1. Application by Higher Learning Institution (HLI)
    HLIs who wish to offer qualifications / programs from overseas professional bodies may apply for eligibility qualifications before they are offered to students.

    Applications should be accompanied by the following documents:
    1. Form NT 02
    2. COPPA document MQA01
    3. Sample of student's assessment
    4. Sample of scrolls or certificates awarded
    5. Validation of qualification according to qualification framework in the country of origin (if any)
    6. Application fee of RM1050 in the form of a draft bank in the name of Malaysian Qualification Agency.

  2. Application by individual / HLI
    Individuals who wish to pursue studies or HLIs that intend to make student recruitment may apply for equivalency of prior qualifications prior to admission to a higher program.

    The application should be accompanied with the following documents:
    1. Form NT 03
    2. Scroll and transcripts
    3. Secondary level certificate
    4. Validation of qualification according to the qualification framework in the country of origin (if any)
    5. Application fee of RM1050 in the form of a draft bank in the name of Malaysian Qualifications Agency.
