THE KUALA LUMPUR DECLARATION

 

Adopted on Sunday, 27 Dhulkaadah 1430/ November 15 2009 during the Roundtable Meeting of Quality Assurance Agencies of the Organization of the Islamic Conference (OIC) Member Countries organized by the Malaysian Qualifications Agency (MQA).

The representatives of quality assurance agencies and authorities responsible for higher education from member countries of the OIC as listed in the Appendix, on the occasion of the first Roundtable Meeting of Quality Assurance Agencies of the OIC Member Countries on Sunday, 27 Dhulkaadah 1430 / November 15 2009

RECALLING the decisions of the fourth Islamic Conference of Ministers of Higher Education and Scientific Research held in Baku, Republic of Azerbaijan on the 13-15 October 2008,

RECOGNIZING the shared heritage, values, interests and concerns amongst countries of the Islamic world,

AFFIRMING the need for closer ties between people in countries of the Islamic world through the mobility of students and faculty, and cooperation in the development of programs and research to enhance higher education,

ASPIRING to be at the forefront in charting the future of quality assurance in higher education,

COGNIZANT of the importance of an effective quality assurance system in strengthening higher education,

CONSCIOUS of the benefits of collaboration to enhance the quality of higher education and the crucial role of quality in promoting harmonization in higher education,

ACKNOWLEDGING the diversity and the varied phases of the development of quality assurance systems and agencies in countries of the Islamic world,

DO HEREBY DECLARE:

FIRST, the establishment of an association of quality assurance agencies and authorities responsible for higher education quality among the countries of the Islamic world to be tentatively known as Association of Quality Assurance Agencies of Countries of the Islamic World.

SECOND, the purposes of the Association shall be:
i. to explore different needs for quality assurance capacity building programs of quality assurance agencies in countries of the Islamic world;
ii. to develop and implement capacity building programs;
iii. to promote collaboration and exchanges of best practices, experiences and expertise among quality assurance agencies of countries of the Islamic world;
iv. to promote cooperation with regional and international quality assurance organizations;
v. to undertake other activities as deemed necessary.

THIRD, to carry out these purposes, the following mechanisms shall be established:
i. A Roundtable Meeting of the Association shall be convened once every two years. Special meetings may be convened as and when agreed upon.
ii. A Pro Tem Committee of at least five but not more than seven members shall be formed to prepare the framework of the Association.
iii. An interim Secretariat shall be established in the Malaysian Qualifications Agency (MQA). A permanent Secretariat shall be determined within one year.

FOURTH, the Association is open for participation to quality assurance agencies and authorities responsible for quality assurance of higher education in OIC Member countries.

juga merancang untuk mengadakan mesyuarat rasmi dengan INQAAHE dan APQN pada masa akan datang.

Di bawah payung AQAN, ahli-ahli berpeluang menyertai aktiviti-aktiviti yang dianjurkan oleh negara-negara ahli yang lain. Aktiviti-aktiviti yang dirancang untuk masa terdekat ini termasuklah bengkel panel penilai yang akan dianjurkan oleh MQA pada bulan Julai, Mesyuarat Meja Bulat Pegawai Muda Agensi Jaminan Kualiti yang akan dianjurkan oleh Accreditation Committee of Cambodia, anggota AQAN dan Mesyuarat Meja Bulat AQAN 2010 di Jakarta, yang akan dianjurkan oleh Badan Akreditasi Nasional-Pendidikan Tinggi, Indonesia.

Perkembangan lain AQAN termasuk untuk menjadikan E-Journal ONESQA sebagai jurnal rasmi AQAN, perjanjian persefahaman dua hala antara ahli-ahli AQAN, mengadakan Anugerah Jaminan Kualiti Dalaman ASEAN, membangun laman web rasmi AQAN dan menganjurkan pertandingan logo AQAN yang terbuka kepada semua negara anggota.
